East Sussex County Council (ESCC) is the Highway Authority for the highway network in Eastbourne. Under an agreement between ESCC and Eastbourne Borough Council (EBC), we provide a highway management service for the network. This agreement means that local highway problems are dealt with by local EBC officers and applications for traffic calming measures should initially be made to EBC, although the installation of traffic calming measures is managed by ESCC.
ESCC uses a ranking system to prioritise proposed schemes. This system is based on criteria such as traffic speeds, accident records, pedestrian flows, road geometry and the proximity of at-risk groups. The full assessment using this system is very costly (£1,500 per assessment) so there are 'pre-qualification' criteria which are considered first.
They are:
- Does the location of the proposed scheme have an accident record involving personal injury where the number of personal injury accidents in the last three years is equivalent to a score of 4 or more in the assessment procedure? For this purpose slight accidents score 1, serious 2 and fatal 3.
- Has a vulnerable road user been a casualty in the location in the last three years?
When we receive a request for a traffic calming measure, we will check the relevant Police accident records. If the location meets either of the necessary pre-qualification criteria above then the location will be submitted to ESCC as a potential site for further investigation of traffic calming measures. Please note that this does not guarantee approval of the proposed scheme.
