Traffic Safety Schemes

Each year, the Traffic & Safety group at ESCC investigate locations identified as having a significantly poor safety record. The primary source for determining the safety record is from Police crash statistics. However, requests for safety schemes are also received from a number of diverse sources including local highway officers, the Police, public, and local Members. Each identified and/or requested location is provisionally assessed against a number of defined criteria, including crash history, and prioritised. The highest ranked sites are then subject to detailed investigation for determination of the most appropriate remedial works. The following is a list of the schemes identified for detailed investigation and/or works implementation in 2005-2006:

Seaside Roundabout

This location has a significant crash record. Prior to the opening of the A22 New Route (Golden Jubilee Way), the roundabout was operating at or above capacity at peak flow times, with the associated congestion and traffic queues. Traffic surveys have been carried out to determine the current traffic flows, which will be considered in conjunction with whatever safety schemes are proposed for the site. It is the intention that any proposed works should not significantly affect the flow characteristics through the roundabout. Any proposed remedial measures will need to be co-ordinated with the proposed Quality Bus Corridor for the A259 Seaside.

Langney Road/Bourne Street

Consultants working for ESCC have prepared preliminary plans to improve safety in this area, primarily aimed at rationalising the number of turning movements at this complex junction. Progression of the scheme is dependent on the required funding being made available by ESCC.

Langney Rise/Sevenoaks Road

The recently implemented scheme involved physically banning right turns out of Sevenoaks Road into Langney Rise by the construction of a new traffic island. However, further works may be required due to vehicles continuing to make illegal right turns. Such works may include the construction of a physical traffic island in the centre of Langney Rise.

Victoria Drive/Broomfield Street

Consultants working for ESCC are to undertake an initial preliminary analysis of this junction to determine potential improvements based on the high number of recorded crashes.

Marine Parade/Cavendish Place

Consultants working for ESCC are to undertake an initial preliminary analysis of this junction to determine potential improvements based on the high number of recorded crashes. However, any scheme proposed may form part of the proposed new junction measures identified earlier.

A259 Pevensey Bay Road/Tanbridge Road

A259 High Street

Currently, consultants working for ESCC are preparing feasibility/ preliminary plans which will be evaluated by the local Highways group. Such works may include footway build-outs to reduce the crossing width at the zebra crossing outside Safeways. Progression of the scheme is dependent on the required funding being made available by ESCC.

B2106 Royal Parade/Cambridge Road

Currently, consultants working for ESCC are preparing feasibility/ preliminary plans which will be evaluated by the local Highways group.

B2106 Royal Parade/Beamsley Road

Meads Road/Compton Place Road/Granville Road

Currently, consultants working for ESCC are preparing feasibility/ preliminary plans which will be evaluated by the local Highways group.

Grove Road/South Street/Meads Road

Consultants working for ESCC are to undertake an initial preliminary analysis of this junction to determine potential improvements based on the high number of recorded crashes.

Priory Road at the entrance to the Langney Sports club

A traffic island is to be constructed in Priory Road at the entrance to the Langney Sports club. This is to provide a safe crossing point for pedestrian visitors to the club. The new island will be in conjunction with additional waiting restrictions designed to reduce the congestion caused by parked vehicles during major events held at the club. The funding for the island and waiting restrictions is wholly supplied by the club as part of a Planning agreement associated with extending the club facilities.

Willingdon Park Drive

The layout and configuration of traffic safety measures in Willingdon Park Drive have given rise to a number of concerns from local residents leading to a petition requesting changes to the existing arrangement. At a meeting with the County Council Lead Member for transport issues, it was agreed to leave the existing scheme in place but to implement further works to improve the current arrangement. Any proposed changes will be the subject of future public consultation.

St Philips Avenue

The Stage 2 build-out works were completed in 2003. Currently, traffic flows are being monitored on St Philips Avenue to evaluate the effects of the Stage 2 works and to provide the necessary background information for consideration of the potential Stage 3 works, which may incorporate speed cushions.
