Guidelines for Street Parties

The following contains a list of mandatory and recommended considerations, to be dealt with by the event organisers.
 
1. Road Closure

i) Consent is required of all directly effected residents, including residents adjacent to any proposed closed section of road. The Highway Authority will apply for the road closure on behalf of the event organisers, however, the Authority must be satisfied that all directly effected residents do not object to the closure.
 
If in doubt as to the directly effected residents, please contact the Eastbourne Highway Manager on 01323 415243 or email highways@eastbourne.gov.uk.
 
ii) The closed road area must be effectively barriered and signed, with adequate signage in place if diversions are required to the satisfaction of the Highway Authority.
 
iii) If the closed section of the road is on a bus route, then the relevant bus companies must be informed. As a general rule, road closures are not permitted on bus routes.
 
iv) Contact should be made with Cleansing Contracts Manager, Eastbourne Borough Council on 01323 415229 or email cleansing@eastbourne.gov.uk in order to suspend any street cleansing at the time of the event, bin collections, and to discuss any collection of waste subsequent to the event.
 
2. Liaison with Police
 
It is recommended that the event organisers liaise with the local Police to obtain advice on the event layout, crowd control, access and egress, and parking arrangements. The local Police should also be aware of any similar activities in adjacent areas that may impinge on any other proposed event. Their contact telephone number is 0845 60 70 999.
 
3. Emergency Procedures
 
i) Prepare an emergency plan to identify hazards and risks and what actions are required to minimise the identified risks.
 
ii) Determine the required procedures in the event of an emergency.
 
iii) Nominate a 'safety officer' to be the single point of contact for safety matters.
 
iv) Ensure that the relevant contact numbers in case of an emergency are available for inspection at all times during the event.
 
v) Consult with the local emergency services on site specific safety matters, including access in case of an emergency.
 
4. Environmental Health
 
Contact the Borough Council's Head of Environmental Health on 01323 415351 or email environmentalhealth@eastbourne.gov.uk to establish requirements with respect to the following:
 
a) noise
b) facilities (toilets, disabled, children etc.)
c) health and safety legislation
d) food hygiene
 
5. Public Liability Insurance
 
This may not be required for all events, but it is recommended that a legal opinion is obtained well in advance of the event in order to arrange adequate cover if required. You will also be required to indemnify the County Council and any third party land owner against any damages arising from the event.
 
The above list is not exhaustive. It is intended to provide an overview of the likely requirements that will apply to any such event.
