All highways services are the responsibility of East Sussex County Council (ESCC). We carry out on some of these services on their behalf.
You can report faults with roads, road markings and kerbs using the East Sussex fault reporting service.
Reactive Maintenance (EBC)
All roads, footways, footpaths and cycle routes in Eastbourne which form a part of the adopted highway network are inspected by us. The inspection frequency is one, three or six months dependending on the degree of usage by vehicles and pedestrians. Works are then programmed to repair any defects identified during the inspection.
Cyclic Maintenance (EBC)
Cyclic maintenance includes tree pruning, grass cutting, weed clearance from footways, and gulley cleaning.
Major Structural Maintenance (EBC/ESCC)
Structural maintenance is carried out where the foundation structure of a road or footway has reached a point where carrying out minor remedial works is no longer economically feasible.
Due to the high costs of major maintenance works funding has to be allocated County wide on a priority basis. Every year we submit a list of proposed schemes to the County Council, they are then considered against a set of defined criteria and ranked accordingly. Only schemes at the top of the ranking list are identified for necessary funding.
Winter Maintenance (EBC/ESCC)
Local officers from our Highways Group are on permanent 24 hour standby throughout the winter months. Innovative information technology is utilised to obtain a constant update on weather conditions. This enables important roads to be pre-salted prior to freezing temperatures causing ice hazards. Out of Hours Call Out (EBC)
Local officers from our Highways Group are on permanent 24 hour standby 365 days a year to deal with any emergency situation on the highway. To contact our out-of-hours officer, please telephone the Eastbourne Lifeline service on 01323 410051 and a message will be relayed dependent on the severity of the situation.
Supervision and Control of New Highways (EBC)
All new development that directly or indirectly effects the highway is controlled by us to ensure that new roads are constructed to national standards. In addition, any development effecting the existing highway network is subject to the same standards.
Supervision and Control Undertaken by Public Utilities (EBC)
The public utilities (gas, water, electricity, BT, mobile phone operators etc.) have a licence to carry out works on the highway to install, improve or repair their apparatus. Such work must be notified to our Highways Group to ensure that non-essential work is carried out with minimum effect on our highway users. Any works that are prolonged for no urgent reason will incur a charge to the relevant public utility.
Bridges and Other Highway Structures (ESCC)
All bridges and other highway structures, other than retaining walls of less than one metre in height are the direct responsibility of the County Council.
Road Closures (EBC)
Any temporary road closure is co-ordinated and processed by us. There are a number of legislative requirements that have to be complied with including a minimum six week notice period, other than for emergencies.
