In cases of Littering the normal course of action will be to offer a notice of opportunity to pay a Fixed Penalty Notice, providing the offender is co-operative.
The offence of littering applies to all places that are open to the air, including private land open to the air, and land covered by water.

What happens when litter is thrown from a vehicle?
If you are seen to throw litter from a vehicle whilst it is still moving you can also receive a Fixed Penalty Notice.
How can we do this?
1. We will obtain the identity of the registered keeper from the DVLA.
2. We will send an interview letter to the registered keeper.
3. We will issue a Fixed Penalty Notice by mail where the offender can be reasonably identified. This, for example, might be by CCTV image, admission or statement by the keeper.
