Fixed Penalty Notice (FPN)

Under the Clean Neighbourhoods and Environment Act 2005 and Environmental Protection Act 1990

Eastbourne Borough Councils Community Enforcement Team can issue Fixed Penalty Notices (FPN) for:

  • Littering       - £75.00

  • Fly-Posting   - £75.00

  • Dog Fouling  - £75.00

  • Failing to keep a dog on a lead - £75.00

  • Permitting a dog to enter land from which it is excluded - £75.00

  • Failing to put and keep a dog on a lead when instructed to do so - £75.00

  • Exposing a vehicle for sale on a road - £100.00

  • Repairing a vehicle on a road - £100.00

  • Abandoned vehicle - £200.00

What is a Fixed Penalty Notice?

1. The FPN is not a fine.

2. The FPN simply discharges your liability to conviction for which the notice was issued.

3. The FPN is not an admission of guilt, it only removes the possibility of you receiving a record of Criminal Conviction.

Operation

  • You will be issued a FPN where the officer has reason to believe that you have committed a FPN offence and there is sufficient evidence to support a prosecution

  • You will only be issued a FPN if you are a first time offender

  • You may receive a FPN rather than a Warning/Caution

  • You will only receive a FPN where there is no accessible record that you have received either a FPN or previous warning

  • You can be issued a FPN through the post

What if I don't pay?

  1. You have 14 days from the date of issue to pay your Fixed Penalty Notice.

  2. When you are issued a FPN you will be advised that there is no obligation to pay it.

  3. If you fail to pay your FPN within the 14 day period a Summons will be issued in default of payment and you may present any defence to the court.

Pay a fixed penalty notice

You must quote the ticket's Reference Number for all methods:

  • Pay online by debit or credit card using our secure payments system


  • Pay by phone: 24-hour non-operator service 0800 288 8097 or 01323 415183 to speak to someone during office hours. You can pay by debit or credit card.


  • Pay by cash at our Customer Contact Centre. Cash Payments can be made at 1 Grove Road by using the cash machine in the reception area. Please keep the receipt.


  • Pay by cash at a Post Office or Pay Point Outlet. You can use this method to pay if you do not have a bank account. Call us on 01323 415183 so that we can send you an invoice; you can then pay at a Post Office or Pay Point Outlet using the bar code at the bottom of the invoice. There may be a small charge for this service.


  • Pay by Home Banking to Sort Code 08-90-25 and Account 61111381 quoting your reference number.

    Please note: Payment made via home banking is only deemed 'paid' once the money is credited to the Eastbourne Borough Council bank account.

  • Pay by cheque or postal order made payable to Eastbourne Borough Council.

    Cheques must be crossed A/C Payee Only and you should
    print the reference number on the back of the cheque.

    You can hand your cheque or postal order in at our Customer Contact Centre at 1 Grove Road or send it
    in a stamped envelope to:
