Guidance for landlords and agents on supporting documents required with applications for property licences for Houses in Multiple Occupation (HMOs) under the new Housing Act 2004.
Application Checklist
You must enclose the following:
- an A4 sized sketch plan of the layout of each floor. You must identify the use of each room; location of bathrooms, kitchens, toilets; room number of each unit of accommodation; approximate size of rooms; location of heat/smoke detectors, break glass points, control panel, emergency lighting
- a current Inspection Report from a competent electrician for the electrical installation
- recent Portable Electrical Equipment test reports
- Gas Safe Register gas safety certificate(s) for all gas appliances BS5839
- test reports relating to the fire detection system (if applicable)
- BS5266 test reports relating to the emergency lighting system (if applicable)
- licence fee
- furniture safety declaration (if applicable)
- copy of standard tenancy agreement
- planning/building control information - planning consents, building regulations approval
- signatures where required in Part 13 of the form
The application will be considered incomplete if any of the required documents are not submitted at the same time as the form.

Depending on the size of your portfolio, we may also require the following documentary evidence to accompany your HMO licence application:
We are trying to minimise the amount of supporting documentation you have to give us with your application. We may, however, require proof of anything you tell us at a later date if we feel it necessary.
We will also expect to see documentary evidence if we inspect your property. Some properties will be inspected before licences are granted, others may already be well known to us and we may decide that inspection is not necessary at this time. We do not have to inspect a property before we give a licence.
