Licences - Houses in Multiple Occupation

Advice for landlords, agents and tenants on licensing of Houses in Multiple Occupation (HMOs) from 6 April 2006 under the Housing Act 2004.

If you rent out a property you may need a property licence. Without one you could be fined up to £20,000.

In this section...

  • Guide to HMO Licensing - an introduction to the licence requirements

  • Apply for a Licence - a fee calculator and step by step guide on how to fill in the forms. You can apply and pay for your licence securely online, or download the application form in PDF format

  • Standards for Licensed HMOs - a summary of the mandatory standards for facilities and layout, issued by the government under the Housing Act 2004

Apply for Your Licence Now

From 3 July 2006 it is a criminal offence for landlords to run properties requiring a licence if a valid application has not been submitted.

Landlords will be operating legally once they have made an application even if we have not granted the licence, unless we ultimately decide to refuse a licence.

No property licence, no rent. Apply for your licence now.
