Housing Health and Safety Rating System

The Housing Act 2004 has replaced the old housing fitness standard in the Housing Act 1985 and introduces the Housing Health and Safety Rating System (HHSRS) as the basis for local authority intervention in housing conditions.

This new risk assessment system has changed the way local authorities assess housing conditions.

HMO Licensing ensures that local authorities have the information required to identify and target HMOs that pose the greatest risk under the HHSRS, and therefore help to reduce death and injury from fire and other health and safety hazards.
