Private Housing Policy Achievements 2006-2008

Private Housing Renewal Policy
Eastbourne Borough Council Environmental Health is committed to improving private sector housing in partnership with others working and living in the town.

Highlights of the Last Two Years

Highlights of the achievements delivered over the last two years include:
 
  • Instigating delivery of an energy programme in 2007/08 to deliver external wall insulation to dwellings with walls without a cavity and the development of a pilot in Eastbourne to implement renewable solar panel heating and air source heat pumps.
  • Over 2000 homes have been surveyed for energy improvements (loft and cavity wall insulation) with a total of 1,800 energy efficiency measures delivered to date.
  • Expected investment at the end of the two year programme for our energy programme will be in the region of £500,000. This contributes to improving the living conditions and lives of those households suffering from fuel poverty as well as reducing the towns overall carbon dioxide (CO2) emissions.
  • Over 130 Disabled Facilities Grants have been completed through the period from April 2006 to the end of January 2008 at a spend of over £1,200,000.
  • 175 households have been assisted via the Small Works Maintenance Scheme jointly funded by Eastbourne Borough Council and East Sussex County Council at a cost of over £32,000. This is delivered by Eastbourne Care and Repair without a fee.
  • 10 units of family accommodation have been brought back into use through Empty Property Grants to full Decent Homes Standard in 2006/07.
  • A dedicated full time Empty Property Officer has been employed which has resulted in over 70 properties being brought back into use to help meet housing need in the town.
  • An Emergency Heating and Hot Water Repair Scheme has been provided and delivered 23 emergency interventions at a cost approaching £12,000.
  • £270,000 of Decent Homes Works have been delivered in private housing – improvements targeted at the most vulnerable residents in the town. 30 homes have been improved and helped towards meeting the Decent Homes Standard.
  • Improving the overall safety for seven residents suffering from domestic violence through the Sanctuary Assistance Scheme (Domestic Violence initiative) at a cost of approximately £10,000.
  • Over 110 residents have been assisted through providing Warm Front top-ups to the most vulnerable residents at a total cost of over £30,000.
  • Provided a sum approaching £200,000 towards improving conditions in the town’s Houses in Multiple Occupation and delivered 38 grants to HMO landlords to help improve security, fire precautions and energy efficiency improvements.
