Free Loft and Cavity Wall Insulation
If you have cavity walls which still are not insulated or you have 60mm or less of loft insulation then now is the time to see to your insulation since 2012 will be the last year that the generous grants for insulation will be available.
In this final year of the government’s CERT programme the grants have been extended further and free insulation is available to all Eastbourne residents for a limited period only.
Insulation has always been the most efficient energy saving measure to install, typically saving around £310 per annum on heating bills and now that it is free it could not make more sense.

The Government’s Carbon Emissions Reduction Target (CERT) programme, an initiative to help reduce CO2 emissions, is paid for by a levy on all of our utility bills.
The council is building on the success of the 2008-11 East Sussex Energy Partnership by working with the utility companies to help promote free and discounted loft and cavity wall insulation. This is not an exclusive scheme as the council is working jointly with other providers to deliver its objectives.
Our thermal image insulation scheme in partnership with Heatseekers, Energy Saving Partnership and E.ON has provided thermal images of private housing in Eastbourne highlighting a possible need for cavity and loft insulation in over 5,000 homes.
Landlords - Rent Deposit Energy Improvement Grant
This grant will be available to a landlord on renewing a tenancy or in signing a new tenancy arrangement with a nominated homeless client through the council’s Rent Deposit Bond Scheme administered by the Housing Needs Team.
The aim of the scheme is to offer landlords an incentive to help make these properties more energy efficient. Energy efficient measures that are eligible for assistance are draft proofing, loft, cavity wall, internal wall and hot water tank insulation.
The amount of assistance will be a maximum of £1,000 for all of the above measures. For loft and cavity wall insulation, landlords will have to use a company that is a member of the National Insulation Association. For draughtproofing, internal wall insulation and hot water tank insulation landlords can do the work themselves.
