Leasing Empty Properties from Owners
Eastbourne Borough Council works in partnership with Eastbourne Homes Limited (EHL) to lease empty properties from owners, and in effect becomes the tenant. The council then uses the property to house people with housing needs who are nominated by us.
The scheme is designed to remove the obstacles for potential landlords. It can also be a secure, low risk option where Eastbourne Homes Limited will be responsible for the management of the property and will take the financial risk.

Benefits to the owner will include:

- tenants pay council tax, water rates and fuel bills
- relief from day to day management
- vacant possession at the end of the lease
- return of the property in reasonable repair

Requirements of the owner will include:
- to agree a lease period with Eastbourne Borough Council, and
- to provide accommodation in good repair and reasonable decorative order
