Empty Property Strategy 2009–2014
Find out about the council's Empty Property Strategy for 2009-2014...

Empty properties in Eastbourne are a wasted resource, given the town's high housing need and very limited supply of land suitable for the building of new homes.

Advice for Empty Property Owners

Empty properties can quickly fall into disrepair and attract pests, grafitti and litter, becoming a target for vandalism, squatting, break-ins and arson.

This can be very expensive for owners who are already missing out on the potential income from renting or selling the property.

We work with owners and other agencies to tackle these problems. Empty properties brought back into use:

  • provide a home for someone in need

  • improve a neighbourhood

  • give the owner a financial return

In this section...

  • Empty Property Strategy - a range of initiatives aimed at bringing empty homes back into use.  Whenever possible we will try to work with owners to provide advice, information and guidance.

  • Advice for Empty Property Owners - information leaflet about options for owners - selling, letting or renovating your property

  • Private Sector Leasing - this can help by relieving inexperienced landlords of the responsibility of letting their property.

  • Empty Property Grants - these can provide funds to improve the condition of a property to meet the Decent Homes Standard, making it suitable for letting.  The grant is usually conditional upon the council being able to nominate a tenant for an agreed period.

  • Enforcement Powers - the council will only use these powers if negotiations with the owner have been fully exhausted.
