Five Year Housing Land Supply Assessment

New housing development
Housing in development at Upper Avenue

The Council is required to keep an up-to-date rolling five year supply of housing land to meet its local housing targets, as set out in national policy.

The Council's five year housing land supply includes the following types of sites:

  • Commitments - Sites which have been granted planning planning permission
  • Allocations - Sites previously allocated for development in the Eastbourne Borough Plan
  • Identified Sites - Sites identified in the Strategic Housing Land Availability Assessment (SHLAA), or sites that have come forward through pre-application discussions with the Council.

Each site must be deliverable, meaning housing development must be capable of being completed in the next 5 years. In line with national policy guidance this means that the site must be 'available', 'suitable' and 'achieveable'.

The Council's assessment as of April 2011 is available to download below.
