The Eastbourne Core Strategy Local Plan sets out the key direction and planning framework for Eastbourne. It provides the strategic policies which alongside the saved policies of the Eastbourne Borough Plan (2003), will be used to determine planning applications.
The Planning Inspector Sue Turner RIBA MRTPI IHBC BARCH MSC was appointed to undertake the examination of the Core Strategy. The Inspector's Final Report found that, subject to the incorporation of a number of modifications, the Core Strategy has met the Duty-to-Cooperate, meets all necessary legal requirements and is sound. Modifications in the report in order to enable the Plan to be adopted include:

a commitment to an early review of the need and demand for employment space, by way of a new Employment Land Local Plan to replace Policy D2 by the end of 2014;

updated information regarding housing delivery;

further clarification on the sequential approach to site selection for retail development;

a commitment to meet the local needs of gypsies and travellers; and
-
additional references to the presumption in favour of sustainable development.
Adoption
The Eastbourne Plan Core Strategy was adopted by Full Council on 20th February, 2013. The Policies Map (formerly known as the Proposal Map) was also adopted by Full Council. The Policies Map is available to download below and an interactive version of the Policies Map will be available soon. A formal adoption statement for the Core Strategy is also available to download below.
