Eastbourne Core Strategy Local Plan

Latest: Adoption of the Eastbourne Core Strategy Local Plan

Notice is hereby given under Regulation 26 of the Town and Country Planning (Local Planning) (England) Regulations 2012 that the Eastbourne Core Strategy Local Plan was formally adopted by Eastbourne Borough Council on Wednesday 20 February 2013.

The Eastbourne Core Strategy Local Plan was considered by an independent Inspector as part of an Examination in Public, with hearing sessions held between 15 May and 17 May 2012. The Inspectors’ report was published on 21 November 2012 and concluded that the Eastbourne Core Strategy Local Plan was ‘sound’, subject to a number of required modifications. These modifications are set out in the Inspectors Report.

Any person aggrieved by the decision to adopt the Eastbourne Core Strategy Local Plan may make an application to the High Court under section 113 of the Planning and Compulsory Purchase Act 2004 (as amended). Any such application must be made promptly and in any event not later than 6 weeks after the date of adoption (Wednedsay 3 April 2013).

Any challenge to this decision must be made on the grounds that the document has not been made in accordance with the Planning and Compulsory Purchase Act 2004 or alternatively that a requirement of the Act or associated Regulations have not been complied with.

Further information can be found on the formal adoption statement which you can download below.

The Eastbourne Core Strategy Local Plan sets out the key direction and planning framework for Eastbourne. It provides the strategic policies which alongside the saved policies of the Eastbourne Borough Plan (2003), will be used to determine planning applications.

The Planning Inspector Sue Turner RIBA MRTPI IHBC BARCH MSC was appointed to undertake the examination of the Core Strategy. The Inspector's Final Report found that, subject to the incorporation of a number of modifications, the Core Strategy has met the Duty-to-Cooperate, meets all necessary legal requirements and is sound. Modifications in the report in order to enable the Plan to be adopted include:

  • a commitment to an early review of the need and demand for employment space, by way of a new Employment Land Local Plan to replace Policy D2 by the end of 2014;

  • updated information regarding housing delivery;

  • further clarification on the sequential approach to site selection for retail development;

  • a commitment to meet the local needs of gypsies and travellers; and

  • additional references to the presumption in favour of sustainable development.
