What are the Changes?
Any person who commits an offence under the new Dog Control Orders is liable to prosecution or a £75 fixed penalty notice.
The Control Orders have replaced Eastbourne's previous local dog byelaws. The new orders keep all the same existing controls from the old byelaws, with the following additions:
The area covered by the dog fouling law has been extended to include the Downland estate
Dogs must now be kept on leads when walking in the cemetery at Ocklynge and the grounds of the Langney Cemetery and Crematorium
There is also a new Order which allows designated Council Officers to instruct owners to put and keep their dogs on a lead if necessary. This will only be used if it is felt that a dog is not being kept under proper control, in areas not already covered by the Dogs on Leads and Dog Ban Orders.
This does not mean that dogs must be kept on leads at all times in the areas covered by the new order, only if asked to do so by an Officer.
Newspaper Public Notices
The new Dog Control Orders came into force on Monday 14 April 2008. Public notices were placed in the Eastbourne Gazette on Wednesday 2 April. You can download copies in PDF format below, or view the notices on the Gazette and Herald website.
In 2007, before introducing the Orders, public notices were placed in the Eastbourne Herald on Friday 25 May to inform anyone with an interest that the council was considering making the Orders, under the Clean Neighbourhoods and Environment Act 2005.
The measures in the Orders were decided after a good response to the consultation on the issue, from local residents and organisations like the Kennel Club.
