New Council Planning Guide Helps Deliver Sustainable Development

The Sustainable Building Design Supplementary Planning Document (SPD) provides detailed guidance on the acceptable design of domestic and commercial development.

The document will require all planning applicants to submit a new checklist to show how they will make their development sustainable.

It outlines how modern initiatives such as renewable energy, water efficiency and waste reduction, as well as sustainable transport options, should be used in building design.

Other areas promoted by the SPD include noise minimization and the use of sustainable materials.

It is hoped the SPD will help developers mitigate the impact of climate change by providing clear guidance on highest standards of resource and energy efficiency.

The plan was approved by Cabinet members at a meeting this week (Dec 14) and will now go through a 12 week consultation period to give local residents, developers and other key stakeholders the chance to comment on it. The consultation will run from December 16 to March 9, 2012.

Cllr Steve Wallis, portfolio holder for the environment, said: “The way new buildings are designed in Eastbourne has a crucial role to play in how we, as a town, militate against climate change and help reduce energy and water usage.

“The Sustainable Building Design Supplementary Planning Document is an important blueprint guide for anyone seeking to develop in Eastbourne, and will ensure Eastbourne continues to lead the way in protecting our natural environment.

“I would urge anyone who has an interest in building policy or the environment to take the time to view the draft SPD during the 12-week consultation so that we arrive at the most suitable final version.”
