Full Council

Full Council consists of all councillors and meets about five times a year, not including the annual meeting (see below), to consider and determine all matters referred to it for decision by the Cabinet and other Council Bodies. Some decisions can only be made by Full Council, such as setting the Council's annual budget and Council Tax.

Annual Council

Annual Council meets each year, usually in May. Annual Council elects the Mayor and appoints the Deputy Mayor, and appoints the chairman, deputy chairmen and memberships of Council Committees and Council Bodies. The Leader of the Council will also advise the Council of the membership of the Cabinet. In an election year (held every 4 years) it also elects the Leader of the Council (who then has a 4 year term of office).
