Duty Holders
Duty Holders at council-owned buildings are responsible for:
- dealing with all asbestos issues relating to their buildings
- keeping up to date records on the premises
An important function of Duty Holders is to ensure that anyone, staff or contracted to carry out works with asbestos or likely to disturb any ACMs, is competent to do so and is properly experienced in dealing with asbestos.
Some low risk items may be removed or encapsulated by unlicenced personnel as long as the work is carried out in accordance with the Health and Safety Code of Practice CAR 2006. High risk items must always be dealt with by Licenced Contractors and the Health and Safety Executive notified.
Licensed Contractors
If a Licensed Contractor is needed to carry out works, you as the Duty Holder must check their licence to make sure it is appropriate. See "Are you about to organise work to Council Property" page in Forms and Guidelines for Duty Holders
