Why did we consult?
In 2009 Eastbourne Borough Council’s Cabinet considered the steps it would take in order to complete and consult on the Corporate Plan and Budget Strategy for 2010/11.
What is the Corporate Plan?
The Council’s Corporate Plan is an ambitious document which sets out the major place-shaping initiatives crucial to the future success of the Borough. Examples of these initiatives are the Town Centre Regeneration and the development of a Science Park.
These are complex projects involving a number of partners and will not be delivered within the life of the current plan. Bearing this in mind it is necessary to ensure continuity of such key projects, while also making sure that there is a clear focus on the actions and milestones that will be delivered during the next Corporate Plan period.
In other areas, where projects have been completed, there may be opportunities to propose new projects where these match or contribute to the Council’s priorities.
Priorities for the next Corporate Plan period
It was proposed to set out the following key actions for 2010/11 as a basis for early consultation.
Finance
- Implement future phases of our DRIVE programme of change.
- Continue to achieve a balanced budget.
- Create investment to fund priorities.
Tourism
- Create and implement a Sustainable events programme.
- Carry out new national marketing campaign for Destination Eastbourne.
- Introduce Walking heritage trails for tourists.
Employment
- Publish, consult and adopt a new town centre master plan.
- Assess viability and set out proposals for Science Park.
- Help to promote demand for local shops and services by assessing the viability of Eastbourne Smartcard.
Community
- Adopt Cultural Strategy and implement key actions.
- Start construction of two affordable housing schemes.
- Introduce further Youth Facilities/Activities.
- Further improve Community Safety.
Environment
- Increase recycling to 30%.
- Develop options to improve allotment provision.
- Plan for 1 new Green Flag Award.
- Tackle top 10"Grot Spots".
- Work towards a Low Carbon Town by implementing actions in the Community Environment Plan
Transport
- Implement the safe cycling plan including seafront pilot.
- Set out proposals for integrated transport facilities in Town Centre.
