Section 18 of the Health and Safety at Work etc Act 1974 requires Local Authorities to set out their priorities, a plan of interventions and how these will be targeted to maximise their impact.
To meet this requirement each Local Authority should prepare a written service plan that sets out an annual, or two year or more, rolling plan that is reviewed annually.
Draft 2008/09 Plan and Two Year Programme
Eastbourne Borough Council Environmental Health has prepared a Health and Safety Service Plan for the forthcoming financial year 2008/09 which includes a two year programme of activity which can be found in Appendix 1 below.
The purpose of the service plan is to ensure national priorities and standards are addressed and delivered locally, but also to:
- Identify key priorities that affect the local traders in Eastbourne
- Provide a means of managing resources and performance and making performance comparisons
- Set objectives for the future
Prioritisation of the work is proposed in accordance with corporate objectives of the council, and guidance from the Health and Safety Executive (HSE).
This plan sets out the regulatory context, links to local, regional and national objectives, enforcement options and monitoring arrangements.
The plan looks at various aspects of service delivery including provisions of advice and education, enforcement, investigation of work place accidents, investigation of service requests and working in partnership with other organisations.
The service plan sets out details of how, when and who will undertake the various tasks to be undertaken.
Consultation on Draft Service Plan
It is now recognised as good practice to report to seek Cabinet endorsement of the Health and Safety Service Plan to ensure local transparency and accountability.
The plan is being made available to local business groups representing local traders and the local community for comment. We welcome comments from you about the current plan and suggestions for inclusion in forthcoming service plans.
The draft service plan was open to consultation from Monday 23 June until Friday 25 July 2008 for comments using an online form on this website, which is being followed by a telephone survey.
