Eastbourne Borough Council has a constitution which sets out how we operate, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to the people we serve.
 
The Constitution is the key guide and 'rulebook' for how the Council, its staff and elected councillors fulfill their roles and responsibilities.
