Asking A Question At ESP Meetings

The Eastbourne Strategic Partnership seeks to involve the people of Eastbourne in all its affairs. All ESP meetings are held in public and people are welcome to come along.

But ESP meetings are not public meetings where everyone can have their say without limit. The ESP meets five times a year and we must balance involvement with the need to conduct our business.

 Members of the public can ask questions at ESP meetings, but there are rules. They are:

No more than two comments or questions per agenda item will be allowed.

  • Wherever possible questions or comments should be provided to the Secretariat no later than midday, five working days before the day of the meeting.
  • Each question or comment must give the name and address of the questioner and the agenda item to which it relates.
    You can use the comment form below or write to the ESP Secretariat, Town Hall, Grove Road, Eastbourne, BN21 4UG.
  • The ESP reserves the right to respond to the question or comment in writing should an answer not be immediately available at the meeting.

 The Chairman may reject a question if it:

  • Is not about a matter for which the ESP has responsibility.

  • Is in furtherance of an individual's particular circumstances.

  • Is about a matter where there is a right of appeal to the courts, a tribunal or to do with a government minister.

  • Is defamatory, frivolous, vexatious or offensive.

  • Is substantially the same as a question which has been out at a meeting of the ESP in the past six months or requires the disclosure of confidential or exempt information .
