Firework Display Organisers and Retailers

Firework Safety

Where to get guidance on organising a firework display, legal requirements and information for retailers about licences to sell fireworks.

The government Firework Safety campaign website has guidance leaflets for organisers of firework displays for the public and retailers selling fireworks, available to download in PDF format:

  • How to Organise Safe and Successful Firework Displays

  • Retailers Guide to Selling Fireworks

Organising a Display

Professionally organised displays are regulated by the Health & Safety Executive (HSE), which has guidance for organisers on its website.

The HSE publish two printed booklets, available from HSE Books:

  • Giving Your Own Firework Display

  • Working Together on Firework Displays, aimed at organisers of events where a professional firework display company fires the display

Selling Fireworks

Retailers selling fireworks must have a licence from East Sussex County Council Trading Standards.

Retailers must only sell fireworks that conform to British Safety Standards and meet certain noise conditions, with BS 7114 printed on the box. Fireworks must be stored safely and not sold to underage children.

It is illegal for retailers to sell caps, cracker snaps, novelty matches, party poppers, serpents and throwdowns to anyone who is under 16 and to sell all other fireworks to anyone who is under 18.
