The council licenses all taxi (hackney carriage) and private hire vehicles, drivers and operators in Eastbourne to ensure standards are met.
To be issued with a licence vehicles must:

meet a minimum specification

be less than seven years old for a first licence or up to nine years old for a renewal

pass an annual vehicle suitability test (6-monthly for older vehicles)

adhere to a standard livery
To be issued with a licence drivers must:

pass police checks

provide names for a professional and character reference

satisfy medical requirements

pass a practical driving test

pass a theory test that includes knowledge of licence conditions, traffic law and the geography of the town
Driver licences are issued for three years. In some circumstances, licences are issued subject to conditions requiring medical and eyesight checks.
