The Gambling Act 2005 requires Eastbourne Borough Council to publish a statement of the principles which it proposes to apply when exercising licensing functions under the Act. It also gives weight to the views of the consultees, who are listed in the Statement.

This Policy Statement has been prepared in accordance with the provisions of the Gambling Act 2005 and Guidance issued to Licensing Authorities by the Gambling Commission.
Scope of the Policy Statement
In summary the scope of the Policy Statement covers:

Avoidance of unnecessary duplication or inefficiencies by properly separating the planning, licensing and gambling regimes in force

Demand for gaming premises

Principles to be applied in exercising functions under Part 15 of the Act, regarding the inspection of premises, and the powers under Section 346 of the Act to institute criminal proceedings

Principles to be applied to determine whether a person is an interested party in relation to the application for or in respect of a premises licence
Eastbourne Borough Council, as the Licensing Authority, must carry out its functions with a view to promoting the gambling objectives, and as such, these objectives provide a framework for the Policy Statement.
