The Gambling Act 2005 introduced a new licensing system, transferred responsibility for gaming and betting premises from licensing justices to local councils (licensing authorities) and established the Gambling Commission.
What Licences Do You Need?
To provide gambling or gambling facilities, you require an operating licence and any relevant personal licences from the Gambling Commission, the new national gambling regulator.
You can then obtain a premises licence from the relevant Licensing Authority, which will be Eastbourne Borough Council for premises in Eastbourne - go to Apply for a Premises Licence.
Permits and Lottery Registrations
Under the Gambling Act 2005, the council also issues permits for lower risk gambling activities, such as gaming machines in pubs, clubs and other non-gambling premises.
The council already had responsibility for registering Society Lotteries. This function will continue but with revised procedures.
