Under the new licensing system from November 2005, a Premises Licence or Temporary Event Notice is needed for busking and street entertainment, such as music, singing and dancing.
The Licensing Act 2003 has extended licensable entertainment to all land including open spaces and public highways, not just business premises and private land as was the case under the previous system.
The council is considering applying for Premises Licences to cover particular streets or areas, such as the pedestrianised area of the town centre. In the meantime buskers need to apply for their own licence, by obtaining a Temporary Event Notice.
