Licensing Act Policy and Cumulative Impact

Information about the council's Statement of Licensing Policy and Cumulative Impact Policy for alcohol, entertainment and late night refreshment under the Licensing Act 2003.
 
The Licensing Act requires the Licensing Authority (the council) to publish a Statement of Licensing Policy that sets out the policies the Authority will generally apply to promote the licensing objectives when making decisions on applications made under the Act.

Statement of Licensing Policy

A Licensing Policy has been produced in partnership with other councils in East and West Sussex to ensure that licensing objectives are addressed in a consistent manner.
 
Key local issues to address include:
 
  • The level of town centre violent crime & anti social behaviour that disturbs residents and visitors to holiday accommodation
  • The need to encourage a vibrant town centre offering a balanced mix of premises for residents and visitors

Policy Review and Consultation

The policy must be kept under review and be updated every 3 years.
 
We are currently undertaking an Equality Impact Assessment consultation on this Policy Statement.
 
This consultation runs from 12 noon on Monday 11th August 2008 until 12 noon on Friday 12th September 2008 - go to Related Pages to give us your views using our online form.
 
Consultation on a review of the policy was carried out between 7 September 2007 and 2 November 2007 and previously between 12 January 2007 and 12 March 2007.
 
Following the latest consultation, the current policy effective from January 2008 was approved by the council's Licensing Committee, subject to minor revisions, on 6 December 2007, by Cabinet on 12 December and Full Council in January 2008.
 
The original publication of the policy was approved by the council on 8 December 2004, taking into account all comments received from local organisations and individuals during consultation between Friday 22 October and Tuesday 23 November 2004.
 
The policy was first published online on 20 December 2004 and came into force on 7 February 2005.

Cumulative Impact Policy

The council's Cumulative Impact Policy addresses the potential impact on the promotion of the licensing objectives of a significant number of licensed premises concentrated in one area.
 
It was agreed on 25 July 2007 following consultation between 12 January 2007 and 12 March 2007. For more details go to our Consultations section.
