Forms to vary a premises licence issued by Eastbourne Borough Council under the Licensing Act 2003 for alcohol, entertainment and late night refreshment.

You can apply to make variations including opening hours, the activities you are licensed for, or structural alterations to premises.

Just Need to Change Licence Holder or Premises Supervisor?

If the only change you want to make to your premises licence is the Designated Premises Supervisor (DPS), you do not need to go through the full variation procedure. Go to Changing your Premises Supervisor.

What Type of Application Do You Need to Make?

  • To transfer your premises licence to a different holder, go to Premises Licence Transfer Forms. To notify us of name and address changes for existing holders, go to Changing Details.

  • For occasional or outdoor events, you can apply for a Temporary Event Notice, instead of a premises variation.

  • For small variations that will not impact adversely on the Licensing Objectives, you can use the Minor Variations process. Check the pages in this section for details before completing the Full Variation forms below.

  • If the variation to the premises licence constitutes a material change (for example, combining two premises into one), then you will need to make a new application instead - go to New Premises Application Forms under Related Pages.

For all other variations, either use the Full Variation forms below, or apply online using the link from this page.

How Long Will It Take to Get a Decision?

The Licensing Act 2003 gives the licensing authority up to two months to process applications, from the date a complete application is received. There is a 28 day statutory minimum consultation period. Objections may be received and a committee hearing will then need to be arranged.

What Do You Need to Send to Us?

  • Application form, including details of your revised operating schedule - see guidance under Related Pages

  • A cheque for the correct licence fee - see below - payable to 'Eastbourne Borough Council'

  • and, for structural changes, plans of the proposed variations, scale 1:100 - ten copies are needed: go to our page Guidance on Plans

You also need to send a copy of your application form (and plans where applicable) to each of the seven Responsible Authorities, including the Police and two copies to the Fire Authority - go to our page Where to Send Your Application Forms.

If you apply online we will deal with sending copies to the Responsible Authorities for you, but please note that to submit an online application you need to be able to electronically attach all the required supporting documents.

Licence Fees

Premises licence fees are linked to the rateable value bands of the premises. A multiplier applies to premises in bands D and E where they are exclusively or primarily in the business of selling alcohol.

No fee is payable for some types of premises. Other premises which are not liable to or are exempt from non-domestic rating (NDR) will be liable to charges for premises licences in Band A.

Download our guidance booklet below for a list of fee bands and to check whether your premises is exempt. Use our link under Other Websites to calculate your business rateable value online.

Advertising Your Application

You need to place a newspaper advertisement and display a site notice outside your premises using the forms below - for guidance go to Advertising Your Application under Related Pages.

Please read our guidance booklet before filling in your forms.

We also recommend you read the step by step guide to filling in the application forms on the Department for Culture, Media and Sport website.
