Forms to vary a club premises certificate issued by Eastbourne Borough Council under the Licensing Act 2003 for alcohol and entertainment.
You can apply to make variations including opening hours, the activities you are licensed for, or structural alterations to premises.
Just Need to Change Address Details or Club Rules?
If the only change you want to make to your club premises certificate is changing name and address details, or notifying us of a change of your club rules, you do not need to go through the full variation procedure. Go to our Changing Details or Replacing Documents page.
What Type of Application Do You Need to Make?

For occasional or outdoor events, you can apply for a Temporary Event Notice, instead of a variation to your club certificate.

For small variations that will not impact adversely on the Licensing Objectives, you can use the Minor Variations process. Check the pages in this section for details before completing the Full Variation forms below.

If the variation to the club certificate constitutes a material change (for example, combining two premises into one), then you will need to make a new application instead - go to our New Application Forms page, under Related Pages.
For all other variations, use the Full Variation forms below.
How Long Will It Take to Get a Decision?
The Licensing Act 2003 gives the licensing authority up to two months to process applications, from the date a complete application is received. There is a 28 day statutory minimum consultation period. Objections may be received and a committee hearing will then need to be arranged.

and, for structural changes, plans of the proposed variations, scale 1:100 - ten copies are needed: see Guidance on Plans
You also need to send a copy of your application form (and plans where applicable) to each of the seven Responsible Authorities, including the Police and two copies to the Fire Authority - go to our page Where to Send Your Application Forms.
If you apply online we will deal with sending copies to the Responsible Authorities for you, but please note that to submit an online application you need to be able to electronically attach all the required supporting documents.
Licence Fees
Club certificate fees are linked to the rateable value bands of the premises.
No fee is payable for some types of premises. Other premises which are not liable to or are exempt from non-domestic rating (NDR) will be liable to charges for premises licences in Band A.
