New Premises Licence Application Forms

Forms to apply for a new premises licence in Eastbourne, issued by the council under the Licensing Act 2003 for alcohol, entertainment and late night refreshment.

Download your application forms and guidance booklet below.

How Long Will It Take to Get a Licence?

The Licensing Act 2003 gives the licensing authority up to two months to process applications, from the date a complete application is received. There is a 28 day statutory minimum consultation period. Objections may be received and a committee hearing will then need to be arranged.

If the licence provides for the sale of alcohol, your Designated Premises Supervisor will need to have a Personal Licence. This can also take up to two months, or longer if an approved training course is needed beforehand.

What Do You Need to Send to Us?

  • Application form, including details of your operating schedule - see guidance under Related Pages
  • Plans of the premises, scale 1:100 - 10 copies are needed: see Guidance on Plans
  • If alcohol is to be sold, a consent form completed by the individual who is going to be the Designated Premises Supervisor
  • A cheque for the correct licence fee - see below - payable to 'Eastbourne Borough Council'

You also need to send a copy of your application forms and plans to each of the 7 Responsible Authorities, including the Police and 2 copies of plans to the Fire Authority - see Where to Send Your Application Forms.

Licence Fees

Premises licence fees are linked to the rateable value bands of the premises. A multiplier applies to premises in bands D and E where they are exclusively or primarily in the business of selling alcohol.

No fee is payable for some types of premises. Other premises which are not liable to or are exempt from non-domestic rating (NDR) will be liable to charges for premises licences in Band A.

Use the links at the right for a list of fee bands, to check whether your premises is exempt, or to calculate online your business rateable value.
