New Club Premises Certificate Applications

Forms to apply for a new club premises certificate in Eastbourne, issued by the council under the Licensing Act 2003 for alcohol, entertainment and late night refreshment.

How Do You Qualify as a Club Premises?

Club Premises Certificates enable club premises that fulfil specific membership criteria to supply alcohol and other club activities for their members and guests, on a non-profit basis.

Unlike Premises Licences, club premises do not need a Personal Licence holder or Designated Premises Supervisor to supply alcohol.

How Long Will It Take to Get a Licence?

The Licensing Act 2003 gives the licensing authority up to two months to process applications, from the date a complete application is received. There is a 28 day statutory minimum consultation period.

Objections may be received and a committee hearing will then need to be arranged.

What Do You Need to Send to Us?

  • Application form, including details of your operating schedule - go to guidance under Related Pages

  • Completed declaration form - download below

  • Plans of the premises, scale 1:100 - 10 copies are needed: go to Guidance on Plans

  • A copy of the club rules

  • A cheque for the correct licence fee - see below - payable to 'Eastbourne Borough Council'

You also need to send a copy of your application forms and plans to each of the seven Responsible Authorities, including the Police and two copies of plans to the Fire Authority. For details go to Where to Send Your Application Forms under Related Pages.

If you apply online we will deal with sending copies to the Responsible Authorities for you, but please note that to submit an online application you need to be able to electronically attach all the required supporting documents.

Licence Fees

Club certificate fees are linked to the rateable value bands of the premises.

No fee is payable for some types of premises. Other premises which are not liable to or are exempt from non-domestic rating (NDR) will be liable to charges for premises licences in Band A.
