Housing Strategy

The Council’s Housing Strategy, “At Home in Eastbourne” looks at how the council can help people find, keep and maintain a secure home.


Homelessness Strategy

Our Homelessness Strategy 2017 to 2021 was developed on the basis of a Homelessness Review carried out in 2016 and in liaison with members of the Eastbourne Housing Forum. It gives the background to our priorities for preventing homelessness and supporting those who become homeless and includes our initial Action Plan for 2017.


Empty Property Strategy

The Government recognises the importance of maximising the use of existing housing to minimise the number of new homes that need to be built. The council is committed to having as few empty homes in Eastbourne as possible and as such has the following Empty Property Strategy. 

Home Energy Conservation Act (HECA) Report

As required under section 5(1)(b) of the Home Energy Conservation Act (HECA), this is Eastbourne Borough Council’s HECA Report 2015. 

The report highlights what our objectives are, how we have performed against the objectives up to March 2015. It also shows what future activities are planned in regards to energy conservation and energy efficiency of residential accommodation in the Eastbourne borough.


Strategic Housing Market Assessment

In 2012 the council commissioned Directions and Arc4 Planning Consultancy to undertake a Strategic Housing Market Assessment. The study gives the council evidence it needs to plan for and encourage investment in new homes to balance the housing market for current and future demand.


Eastbourne Housing Partnership

Eastbourne Housing Partnership is a sub-group of the Eastbourne Strategic Partnership.  It brings together representatives from forum meetings and partnerships working in different ways on housing in Eastbourne. You can download a relationship map below.
